College is a Temple of Learning. To make an Ideal Temple is not so easy, as it seems. More than thee decades ago, in the year 1990, some erudite and educationists under stewardship of Sj. Padmalochan Panda, presently MLA Simulia- Khaira Constituency and Late Chakradhar Mishra and a number of enthuastic personalities dreamt of building a Higher Education Institution in Balikhand, the rural most area of Balasord district, Odisha with an ambition of providing Higher Eduation to the rustic and poor farmers children. those were deprived of getting Higher Education in distant citits and towns. How much pain they bear to collect only Rs. 1 lack for pledging, God only knows it. Almost two years passed they begged door to door with emply handed and encouraged the people to come forward to fulfil the mission. However,the dream came to be true in the year 1992 when the College came into being getting due permission from the Govt. with 96 seats in Arts. We are grateful to them for their high dream of making a Temple of Knowledge. Only 50 no. of students got admitted in the first year in 1992 and College was started in Balikhand High School with 8 no of optional subjects in accordance with the guidelines of the Govt. of Odisha, Department of Higher Education. It ran with 8 teachers and 6 non-teaching staff. Meagre Academic fee collected from the students was only the source of income of this institution. The staff were suffering a lot for getting only Rs. 200/- per month. Still as dedicated teachers they tried their best to impart high ideals with excellent teaching. Nobody dreamed that such a little temple of learning would become a big temple with a little source.
At present, there are 192 seats in Arts and 64 seats in commerce and about 732 students out of them nearly 548 students are reading in this institution. A lot of applicants are being deprived of getting admitted especially in Arts stream due shortage of seats.
College is running with 41 staffs Aided, Unaided, guest faculties and non teaching staff. Because of excellent teaching, the students are performing outstanding result and are being placed in different sectors. Not only in Academic sphere but also extra curricular activities they are exposing their talent.
Specifically, Red Cross and NSS, the institution have marvellous record in the state of Odisha. In the realm of Blood Donation, it is continuously taking a lead in the district of Balasore. For the outstanding performance our Red Cross Unit has been awarded in many times and so also NSS.
Since the College is situated in natural atmosphere and so peace and serenity prevails in the College Campus.
Most priority is being given to elevate moral conduct of the students with an intention of building good citizens for the Country,which is real need of the hour. After 36 years of establishment of College, there is not single case of ragging registered. It shows the harmony among students. There lies friendly relationship of students and teachers. Though little in shape and size, the College is filled with noble ideas and high ideals.
It is indeed an institution of sharpening knowledge of the students and boosting up their inner qualities by arranging so many activities like seminar, work shop and moral teaching classes.
The Library the College possesses caters the need of the students. In the meanwhile it has gown into a big institution but not bigger one due to lack of infrastructure as it requires.
